Ontario Safety Inspection: The Complete Q&A

Most pages about Ontario safety inspections repeat the same vague summary. What a safety certificate is, who can issue one, what it costs and how long it lasts.

What is a Safety Standards Certificate?

A Safety Standards Certificate (SSC) is an official document confirming that a vehicle met Ontario's minimum safety standards on the day it was inspected. It is issued by a Vehicle Inspection Centre licensed by the Ontario Ministry of Transportation, after a licensed technician inspects the vehicle against the province's Passenger/Light-Duty Vehicle Inspection Standard. The certificate is a legal declaration that the vehicle was inspected according to the legislation, Regulation 611, and that standard, and that it met all of the requirements at the time of inspection.

How long is a safety certificate valid in Ontario?

36 calendar days from the date of inspection. There is no extension and no grace period. If you do not complete the registration or ownership transfer within those 36 days, the vehicle must be inspected again. If you are buying a used car, check the inspection date on the certificate and count forward — a certificate issued a month ago leaves you very little room.

How much does a safety inspection cost in Ontario?

Ontario does not set a fixed price. Each licensed Vehicle Inspection Centre sets its own, and prices vary with how thoroughly the shop works and what it costs them to do the job properly. Be wary of a quote that seems far below the market: the standard requires wheels off and measurements recorded, and that takes real time.

Who is allowed to issue a Safety Standards Certificate?

Only a Vehicle Inspection Centre licensed by the Ontario Ministry of Transportation, and only through a technician licensed to perform the inspection. A general repair shop that is not licensed cannot issue one, no matter how competent its mechanics are. Under the DriveON program the inspection results are submitted electronically to the province, so a certificate that did not come from a licensed centre does not exist in the system.

Is a safety inspection the same as an emissions test?

No. Ontario's Drive Clean emissions testing program for passenger vehicles ended on April 1, 2019, and emissions tests are not required for light-duty and passenger vehicles. A Safety Standards Certificate inspection is purely mechanical safety. Heavy-duty diesel commercial vehicles do have separate emissions requirements under DriveON, but those do not apply to cars and light trucks.

Is a safety certificate a warranty on the vehicle?

No, and the standard is unusually direct about this. It states that a pass or fail outcome is based on the condition of the vehicle at the time of the inspection, and that the determination does not involve a prediction about the vehicle's condition in the future. A certificate is not a warranty, not a guarantee of reliability, and not an opinion on engine or transmission health. A vehicle can pass a safety and need a major repair a week later without anything improper having happened.

Does a safety inspection check the engine or transmission?

Only for safety-relevant conditions, not for health or longevity. The standard's powertrain section covers things like exhaust leaks, fuel system leaks, drive shaft and CV joint condition, engine and transmission mounts, drive belts and the gear selector — items that could cause a loss of control, a fire, or an occupant being exposed to exhaust. It does not measure compression, evaluate transmission wear, or tell you how much life the engine has left. For that you want a pre-purchase inspection, which is a different service with a different purpose.

What is recorded on my inspection report?

The standard names specific recordable items that must appear on the report: any warning lamps (tell-tales) indicating a fault, the fuel tank level, tire tread depth measured at the minimum point, and tire inflation pressure both before and after if it was corrected by more than 5 psi. For disc brakes, rotor thickness and the friction material thickness of both the inner and outer pad. For drum brakes, the shoe lining thickness and the drum diameter. You are entitled to this report — ask for it, and read the numbers.

DriveON and the 2025 Change

Ontario replaced the paper MVIS program with a digital one. Here's what actually changed.

What is DriveON?

DriveON is Ontario's current vehicle inspection program. It replaced the paper-based Motor Vehicle Inspection Station (MVIS) program, which ended on March 31, 2025. Under DriveON, inspections are recorded and submitted digitally to the province rather than written on a paper form, and certificates are issued digitally. Licensed shops are now formally called Vehicle Inspection Centres, though the older term "Motor Vehicle Inspection Station" is still what most people say.

Did DriveON make the safety inspection harder?

The pass/fail criteria did not change — a vehicle is still measured against the same Passenger/Light-Duty Vehicle Inspection Standard, with the same limits. What changed is the record-keeping: results are submitted electronically, which makes them harder to falsify and easier for the province to audit. In practice this means a shop cannot quietly skip a measurement and write down a number that looks reasonable, because the digital submission is the record.

Is my safety certificate digital now?

Yes. Under DriveON a licensed Vehicle Inspection Centre can provide your certificate by email once the vehicle passes, rather than only as a paper form. This is genuinely useful when you are buying privately: a digital certificate tied to the provincial system is far harder to forge than a paper one, and it does not get lost between the sale and your ServiceOntario appointment.

How do I know a shop is actually licensed to issue certificates?

Ask directly, and be suspicious of any answer that dodges. Licensed centres are listed through the province's DriveON portal, and Ontario also runs a toll-free contact centre at 1-833-420-2103 where you can confirm a facility. A shop that offers to "get you a safety" through someone else, or that quotes a price far below everyone else in town without seeing the vehicle, is worth walking away from — a certificate issued improperly can be revoked, and you are the one left holding an unregisterable vehicle.

I have an old paper certificate. Is it still valid?

A certificate is only valid for 36 calendar days from its inspection date regardless of format, so any paper certificate old enough to predate the program change has long expired. If you are holding a certificate for a vehicle you have not yet registered, check the inspection date first — that date, not the format, is what matters.

Booking, Timing and the Process

What to bring, how long it takes, and what happens if the vehicle doesn't pass.

How long does a safety inspection take?

At Franco Garage, about an hour for a typical passenger vehicle in reasonable condition. It takes that long because the standard requires more than a walk-around: wheels come off so internal brake components can be inspected and measured, several systems are function-tested, and a road test is performed. A vehicle that needs extra investigation — a suspected structural issue, or a fault that has to be traced — can take longer.

What do I need to bring to my inspection appointment?

The vehicle and your ownership (vehicle permit). That is genuinely all. If the vehicle is not currently plated — because you just bought it, or brought it in from another province — it needs to arrive by tow or on a temporary trip permit from ServiceOntario, since a road test on a public road requires valid plates on the vehicle and a licensed driver.

What happens if my vehicle fails?

No certificate is issued, but you receive an itemized inspection report showing exactly which items failed and why, along with a quote to repair them. You are under no obligation to have the work done at the inspecting shop — the report is yours. If you do have the repairs completed there, the failed items are re-inspected and the certificate is issued once the vehicle meets the standard. Do I have to pay again for a re-inspection?

Policies vary by shop, so ask before you book. At Franco Garage, when we complete the repairs, we re-inspect the failed items as part of finishing the job rather than charging you for a whole second inspection. What no honest shop can do is skip the re-check — the certificate is a legal declaration that the vehicle met the standard, so the failed items genuinely have to be verified after repair.

Can I be present during the inspection?

You are welcome to wait in our waiting area, though for safety and insurance reasons customers cannot be in the service bay while a vehicle is on a hoist. What matters more than watching is the report: every measurement the standard requires is written down, so you can see the actual numbers for your brakes and tires rather than taking anyone's word for it.

Can a shop refuse to issue a certificate for a vehicle that passes?

No. If the vehicle meets every requirement in the standard at the time of inspection, the certificate is to be issued. Conversely, a shop cannot issue one for a vehicle that does not meet the standard, even at the customer's request — the certificate is a legal declaration, and issuing a false one puts the technician's licence and the centre's licence at risk. If you feel a shop is inventing failures, get a second inspection elsewhere; a genuine failure will show up again, with the same measurements.

Brakes

The most measured system in the inspection, and the most common reason vehicles fail.

How thin can brake pads be and still pass?

For bonded friction material — glued to the backing plate, which is what most modern pads use — the limit is 1.6 mm, about 2/32 of an inch. Below that the vehicle fails. For riveted friction material the limits are 3.2 mm measured with the pads still in place, or 1.6 mm above the rivet head with the pads removed. These are minimums where the manufacturer has not specified something stricter; if the manufacturer's specification is tighter, that one applies.

Can a vehicle fail even when both brake pads still have material left?

Yes, and this catches people out. If the difference between the inboard and outboard pad friction thickness on the same wheel is greater than 3.2 mm, the vehicle fails — regardless of whether both pads are still above the minimum. A gap that large means one pad is doing far more work than the other, which points to a seized caliper piston or a binding slide pin. The standard treats that as a defect in its own right, because it is one.

Do the wheels have to come off for a safety inspection?

Yes. The standard states that internal brake components must be inspected at every inspection, and that disassembly or removal of wheels and brake parts is required to make that inspection possible. This is not optional and it is not a shop upselling you. If someone offers a safety inspection that takes fifteen minutes without removing a wheel, they are not performing the inspection the province describes.

How worn can brake rotors be?

A rotor fails when its thickness at any point on the pad contact surface is less than the minimum marked on the rotor itself, or the manufacturer's or industry standard limit where no marking exists. Rotors also fail for cracks extending to the outer edge, a crack running from the friction surface through to a cooling vent, or if the pad's contact pattern on solid (non-rusted) rotor material is less than 75% of the radial width around the entire rotor on one side. Heat checks and some fine surface cracks are explicitly noted as normal.

Will a rusty brake line fail my safety?

It depends on the severity, and the standard makes the distinction clearly: surface rust and corrosion on metal brake lines and fittings is described as normal and is not cause for rejection. What fails is heavy rust, corrosion or scaling that reduces or increases the thickness of the material or compromises its structural integrity. Brake lines also fail for any level 1 leak — the mildest category, a damp film that does not even form drops — and for being repaired by welding or soldering, which is never acceptable on a brake line.

What does the brake pedal test involve?

Two things. With moderate foot pressure held on the pedal for 10 seconds, the pedal must not sink toward the floor — if it does, the master cylinder is bypassing internally and the vehicle fails. Then, with heavy pressure applied, total pedal travel must not exceed 80 per cent of the available travel while the brake failure warning lamp illuminates. The master cylinder fluid must also be at or above the indicated minimum, or within 13 mm of the top where no minimum is marked, and the fluid must not be contaminated.

Will an ABS warning light fail my safety inspection?

For a passenger vehicle with a gross vehicle weight rating of 4,536 kg or less — which is virtually every car, SUV and light truck — a functioning ABS system is not required, and an illuminated ABS tell-tale is not by itself cause to fail. It must, however, be recorded on the inspection report. The exception is if the ABS fault is actually affecting how the service brakes work, including how braking is proportioned between front and rear: that fails. Vehicles manufactured on or after April 1, 2000 with a GVWR above 4,536 kg are required to have working ABS.

How is the parking brake tested?

With the parking brake fully applied, the technician attempts to move the vehicle in low forward and reverse gear at idle. If the vehicle moves with little or no resistance, it fails. On vehicles where that test is not possible, the vehicle is raised with the parking brake engaged and the transmission not in park, and each braked wheel is checked by hand for resistance to rotation. The parking brake indicator lamp must also light when the control is applied, and the brake must fully release when the release control is operated.

Tires and Wheels

Tread depth is only the beginning — matching, repairs and sidewall condition all count.

What is the minimum legal tire tread depth in Ontario?

2 mm. A tire fails when tread depth is less than 2 mm at the point of minimum tread depth — meaning the shallowest spot, not an average across the tire. The measurement is taken at a major tread groove with a proper tread depth gauge, never on a wear bar, and it must be recorded on your inspection report. If a tire is replaced after a failure, both the original and the replacement tread depths get recorded.

Can I pass a safety with winter tires on?

Yes. Winter tires are perfectly acceptable for a safety inspection as long as they meet all the same requirements: above 2 mm of tread, no disqualifying damage, correct size and load rating, and matched properly across each axle. The standard cares about the tire's condition and suitability, not the season it was designed for.

Do all four tires have to match?

Not all four, but the two on the same end of the vehicle do. A vehicle fails if the nominal tire size differs between the left and right tires at the front, or between the left and right tires at the rear. Separately, a vehicle fails if a radial tire is mixed with a non-radial tire anywhere on the vehicle. Tires must also carry at least the load rating specified by the vehicle manufacturer, and the rim size has to match the tire size according to the tire manufacturer's specifications.

Will a tire plug or patch fail my inspection?

A plug-type repair in the sidewall fails, as does any rubber-coated or cured-rubber plug used in the sidewall. Sidewalls are structural and are not repairable. A properly performed repair in the tread area is a different matter and is not automatically a failure — but a tread cut or crack longer than 25 mm that extends deeper than a major tread groove fails, and so does any damage that reaches or exposes the body cords.

What sidewall damage fails a safety inspection?

Visible ply separation or exposed body cords, a bulge in the sidewall more than 10 mm high, a broken or distorted casing, a plug repair in the sidewall, and UV degradation more than 3 mm deep. A bulge is worth taking seriously even between inspections — it usually means the internal structure has already failed, and that is how blowouts start.

Are retreaded tires allowed?

Not on a passenger or light-duty vehicle. The standard fails the vehicle if a retreaded, re-capped or rebuilt tire is installed in any location. Re-grooved tires also fail.

Do wheel spacers fail an Ontario safety?

Yes. The standard fails a vehicle where a spacer has been used between any wheel and hub. Adapters — which bolt to the hub and provide their own studs — are treated separately and fail if damaged, or if they use fasteners of inadequate length, inappropriate material, or the wrong grade of stud, nut or bolt. Wheels and rims also fail if damaged, bent, cracked, distorted, or welded or repaired in a way that does not meet industry standard.

Does a TPMS (tire pressure) warning light fail my inspection?

No. A tire pressure monitoring system is not a requirement in Canada, so a TPMS fault does not fail the vehicle. If the TPMS tell-tale is illuminated during operation, the technician records it on your inspection report. What does matter is the tires themselves: a tire that will not hold constant pressure fails, and so does a valve stem that is cracked, damaged, leaking, or inaccessible for measurement.

Rust, Body and Structure

The biggest source of failures on older Ottawa vehicles — and the most misunderstood.

Will rust fail my safety inspection?

It depends entirely on where the rust is, and this is the single most misunderstood part of the inspection. The standard states outright that some rust and corrosion on the outer surface of exposed metal parts is normal, and that minor surface rust is not cause for rejection. Cosmetic rust on a door skin, fender or quarter panel does not fail a vehicle. What fails is corrosion that perforates or structurally weakens a structural component.

Which parts of the car count as structural?

The standard includes a list, drawn from Regulation 376/02. It covers the radiator support assembly, upper and lower rail assemblies, front strut tower and apron assemblies, cowl top panel, engine sub-frame, dash panel, the A, B and C pillar assemblies, side rocker panel assemblies, front and rear floor pan assemblies, structural roof panel, rear strut tower and inner wheelhouse assemblies, inner quarter panels, rear cross-member, upper and lower rear end panels, rear sub-frame assemblies, trunk floor pan, and on a body-on-frame vehicle the complete frame assembly. Rust perforation on any of those fails the vehicle.

Can a rusted floor be patched to pass a safety?

Within strict limits, yes. Repair of corrosion holes in the vehicle floor is permitted provided the hole does not extend into a structural area of the floor such as seat belt anchors, seat supports or rocker panels. The prepared edges of the hole must not exceed 200 mm in length, and must not extend within 50 mm of the tunnel, rocker, seat support structure or firewall. Pop rivets are not acceptable, and neither is arc welding or flame repair on high-strength steel, nor TIG or MIG stitch welding.

Why do so many Ottawa cars fail on rust?

Road salt. Ottawa runs a long, heavily salted winter, and salt spray attacks exactly the areas the standard treats as structural: rocker panels, the bottoms of the pillars, floor pans, strut towers and frame rails. A car that has spent ten winters here can look perfectly good from three metres away and still have a rocker panel you can push a screwdriver through. This is why an out-of-province vehicle from a dry climate often sails through a safety while a local car of the same age and mileage does not.

Does a rusty exhaust fail a safety inspection?

Surface rust on an exhaust does not fail it, but the standard fails a manifold that is broken, cracked, leaking, loose or missing; a muffler that is cracked, perforated or leaking, or that has been bypassed, disabled, removed, or patched in a way inconsistent with industry standard; and a resonator, catalytic converter, particulate trap or exhaust pipe that is cracked, perforated or leaking. Usefully, the standard notes that minor leaking and the resulting soot tracks at exhaust joints are normal. Any exhaust component that causes gases to enter the occupant compartment fails outright.

Do body damage and dents fail a safety?

Not for being unsightly. What fails is body damage that creates a hazard or a structural problem: a section with an exposed sharp edge, torn metal, or a part protruding in a way that could injure a driver, passenger, pedestrian or cyclist; body components loosened by broken welds, missing fasteners or failed adhesives; and holes in the floor or panels that allow water splash or exhaust into the occupant compartment. Missing or badly corroded fenders fail if road spray is no longer controlled.

Windshield, Glass, Mirrors and Lamps

Where a small chip is fine and an identical one isn't, plus the rules on tint and lighting.

Will a cracked windshield fail a safety inspection?

It depends on the size of the damage and, critically, where it is. Inside the area swept by the factory wipers, a crack of any length that extends more than 50 mm fails, and a chip larger than 13 mm in diameter fails. Outside the wiper-swept area, that same damage passes. One condition fails anywhere on the glass: a crack that extends through both layers. A windshield also fails if more than 10% of the total glass area is discoloured due to age or deterioration.

Is window tint legal for an Ontario safety inspection?

For any vehicle manufactured on or after January 1, 2017, any aftermarket tint applied to the windshield fails. Light transmittance below 70% fails on the windshield and on any window directly to the left or right of the driver. Tint that extends more than 75 mm down from the top of the windshield, or beyond the AS line, also fails. Factory tint is fine — OEM tinting does not block more than 30% of light by design. Tint behind the driver's seat back is not restricted by these rules.

What are the mirror requirements?

Every vehicle needs an external rear view mirror on the left side and an interior, centrally mounted rear view mirror giving an unobstructed view through the rear window. If the interior mirror does not provide an unobstructed view — a cargo van, or a car packed to the roof — an external mirror on the right side is also required. Mirrors fail for a cracked or broken reflective surface, significant loss of reflecting area through deteriorated silvering or pitting, and for broken, insecure or loose mounts. A non-OEM or added external mirror on a vehicle with a GVWR of 4,536 kg or less must have at least 125 cm² of surface area.

Does one burnt-out bulb fail a safety inspection?

Yes — and it is one of the most common and most avoidable failures. Every required lamp must illuminate fully and correctly when operated by its switch, and must turn off when switched off. Required lamps include headlamps on both high and low beam, tail lamps, stop lamps, the centre high-mount stop lamp, turn signals front and rear, hazard lamps, side marker lamps, back-up lamps, the licence plate lamp and daytime running lamps. Indicator lamps on the instrument panel for high beam, turn signal and hazard must also work. Walking around your car with someone pressing the pedals takes five minutes and prevents a wasted inspection.

How are LED and HID lights treated?

For LED lamps other than headlamps, the vehicle fails if 25% or more of the LEDs in any one lamp assembly are inoperative. For LED headlamps, a single non-functional diode fails. Installing an HID bulb in a housing designed for an incandescent bulb fails, and an HID assembly that does not display HG, DC, DR or DCR codes fails. Headlamps also fail if the lenses are crazed, clouded, fogged or damaged enough to materially impair the beam pattern or scatter light into oncoming drivers — badly hazed headlight lenses are a real failure, not just a cosmetic issue.

Are headlights aimed as part of the inspection?

Yes. Headlamp aim is checked against the manufacturer's specification, or where none is available, using an aiming screen at 7.6 m. For a low beam marked as type 2, the left edge of the beam must fall within 100 mm left or right of straight ahead, and the top edge must not be above the horizontal line nor more than 100 mm below it. Aim is checked with the vehicle unloaded, and missing or insecure headlamp aim adjusters are themselves a failure.

Do wipers, washers and the defroster affect a safety inspection?

All three are inspected and all three can fail a vehicle. Wipers fail if they do not operate properly in every speed and switch position, if they fail to park, if a blade is ineffective, missing or torn, or if the swept area is less than the OEM blades would cover. The windshield washer fails if it is inoperative, missing, or fails to direct enough fluid at the right part of the windshield. The heater and defroster fail if the blower is inoperative on its High setting, or if airflow is too low to deliver heated air to the windshield and front side windows.

Steering, Suspension and the Road Test

Play, ride height, shocks — and the on-road evaluation the standard requires.

Is there a road test in an Ontario safety inspection?

Yes — Section 11 of the standard is a required on-road evaluation, because some faults cannot be found with the vehicle stationary. At minimum it must include driving at a speed above 40 km/h, completing a full-lock turn in both directions, at least one heavy service brake application from a minimum of 40 km/h down to a complete stop, application and assessment of the parking brake, and driving over at least one bump roughly 5 cm high. All warning lamps are recorded during the test, including ones that do not by themselves fail the vehicle.

What does the road test look for?

Brake performance and behaviour — excessive stopping distance, pulling to the left or right, premature wheel lock-up, or severe pulsation. Steering that pulls in a straight line, reacts excessively to bumps, or does not return most of the way to centre when exiting a turn. Shocks and struts that let the vehicle bounce excessively, dive under hard braking, or drift over bumpy pavement. Tire contact with any part of the vehicle during suspension travel. A CV or U-joint that clicks during the test while affecting steering. And differential or transfer case behaviour through a slow sharp turn.

How much steering play is allowed?

The manufacturer's specification governs where one exists. Where it does not, the standard publishes a table based on steering wheel diameter: free play must not exceed 45 mm for a wheel under 350 mm in diameter, 50 mm for 350 to under 400 mm, 55 mm for 400 to under 450 mm, 60 mm for 450 to under 500 mm, and 70 mm for a wheel 500 mm or larger. A rack and pinion system also fails for excessive free play in the mechanism itself.

Can a lowered or lifted vehicle pass a safety?

Modification is not automatically a failure, but several conditions catch modified vehicles. Ride height fails if one side of the vehicle is more than 25 mm higher or lower than the other, measured at the tire centreline with the vehicle unloaded and tires properly inflated. Suspension travel fails if a binding or seized component, or improper spring stiffness, leaves the suspension topped or bottomed out with no meaningful travel. And clearance fails if the space between a tire and the frame, fender or any other part is less than 25 mm at any point in a turn — with the road test used to confirm no contact occurs while driving.

How are shocks and struts tested?

The technician rapidly lowers and raises the vehicle and watches how it settles: if it oscillates more than two cycles after release, it fails. Struts and shocks also fail for being damaged, disconnected or missing, and for broken, loose, binding or missing mounts and hardware. The road test backs this up by observing the vehicle over bumps and under hard braking.

What steering and suspension parts commonly fail?

Ball joints where wear exceeds the wear indicator or the manufacturer's limit, or where the joint is insecure or loose in the knuckle or control arm. Tie rods that are bent, broken, cracked, or welded. Ball-and-socket joints with stripped or repaired threads. Torn or split steering rack bellows and boots, or a missing clamp. Control arms and bushings worn enough to let the axle or wheel shift out of position. Springs that are broken or shifted out of place. And any of these components repaired by welding where that does not meet OEM standard — a common shortcut that fails.

Warning Lights, Belts and Airbags

Which dashboard lights actually fail a safety, and which are only recorded.

Which dashboard warning lights fail a safety inspection?

An airbag (SRS) tell-tale indicating a malfunction fails. A brake system indicator lamp showing a brake malfunction or defect fails. On vehicles manufactured on or after September 1, 2011 — or September 1, 2012 for multistage manufactured vehicles — electronic stability control is required, and an ESC tell-tale that stays illuminated, fails its bulb check, or shows a fault fails the vehicle. By contrast, an ABS light on a passenger vehicle of 4,536 kg GVWR or less does not fail it, and neither does a TPMS light. All of them get recorded on the report either way.

Will a check engine light fail my safety inspection?

A generic check engine light for an emissions-related fault is not itself a safety standard failure for a passenger vehicle, and it is recorded rather than failed. But it is not something to shrug off: the underlying fault may involve a component the standard does care about, and on a hybrid or electric vehicle any condition the manufacturer defines as unsafe, indicated by the self-diagnostic system, does fail. Diagnose it — the light exists for a reason.

What are the seat belt requirements?

Belts must be present at each seating position that originally required one to meet the applicable Canada Motor Vehicle Safety Standards. Webbing fails if it is broken, cut, excessively frayed or torn. Anchors fail if broken, insecurely mounted or missing. Retractors fail if broken, insecurely mounted, missing, or if they fail to let the belt extend fully or retract properly. The buckle must lock in position and release easily under pressure. A pre-tensioner or load limiter that has been activated — usually in a collision — and not repaired or replaced to OEM standard fails the vehicle.

Can a vehicle pass with the airbag disabled?

Not if it has been permanently deactivated without a provision to switch it off and on by a key lock, and not if there is no tell-tale to indicate when it has been switched off. Airbags equipped with an on-off switch are inspected in both the on and off positions. And as above, an SRS tell-tale indicating a malfunction fails regardless.

Do the horn, speedometer and odometer matter?

Yes, all three. Every vehicle must have at least one operating horn, and it fails if inoperative, missing, or not clearly audible. The speedometer fails if inoperative, missing, not clearly visible, or not legible from every driving position. The odometer fails if the OEM odometer is inoperative or missing — which also matters because odometer readings feed into a vehicle's history and resale value.

Buying, Selling and Registering

How the certificate fits into a private sale, a move to Ontario, or a rebuilt vehicle.

Do I need a safety certificate to sell my car privately?

Legally, no — you can sell a used vehicle in Ontario without one. But the buyer cannot plate or drive it until they get one, so in practice most private sellers get the safety first. A vehicle advertised as "certified" sells faster and for more money, because the buyer knows they can register it immediately and does not have to price in the risk of unknown repairs. If you sell without one, expect buyers to negotiate hard against that uncertainty.

What is a UVIP, and is it the same as a safety certificate?

No — they are two separate documents and you generally need both for a private sale. A Used Vehicle Information Package (UVIP) comes from ServiceOntario and contains the vehicle's registration history, lien information and fair market value for tax purposes. The Safety Standards Certificate comes from a licensed Vehicle Inspection Centre and confirms the vehicle met the safety standard. The UVIP tells you about the vehicle's paperwork history; the safety tells you about its mechanical condition today.

I'm buying a used car — should I trust the seller's safety certificate?

Check three things. First, the inspection date: it is only valid for 36 calendar days, and a certificate issued five weeks ago is nearly worthless. Second, which centre issued it — under DriveON, certificates are recorded in the provincial system and can be verified. Third, understand what it does not cover: it says the vehicle met minimum safety standards on that date, not that the engine is sound or the car has no accident history. If you want the real picture, get your own pre-purchase inspection; it is the cheapest insurance in the entire transaction.

How do I register an out-of-province vehicle in Ontario?

Get a Safety Standards Certificate from a licensed Ontario Vehicle Inspection Centre, then take it along with your out-of-province registration, proof of Ontario insurance and your identification to a ServiceOntario centre to register and plate the vehicle. Book the inspection early rather than at the deadline — if the vehicle needs repairs to pass, you will want time to get them done. Vehicles coming from dry provinces often pass easily; the ones that struggle are usually those with structural corrosion.

What is required for a rebuilt vehicle?

More than a standard safety. A vehicle branded rebuilt must pass a structural inspection at a Vehicle Inspection Centre licensed specifically for that more in-depth work, in addition to a Safety Standards Certificate, before it can be registered for road use. Not every licensed centre is licensed for structural inspections, so confirm before booking if your vehicle carries a rebuilt brand.

Do I need a safety certificate to transfer a car to a family member?

It depends on the relationship. Transfers between spouses are exempt from the certificate requirement. Other family transfers — a parent to an adult child, or between siblings — generally do require a Safety Standards Certificate for the vehicle to be plated by the new owner, though a family gift may qualify for a retail sales tax exemption, which is a separate matter from the safety requirement. Check the current rules with ServiceOntario for your specific situation before assuming an exemption applies.
